LAUNCH [LABS] is designed as the National Centre supporting a nationwide network of State and Territorial LAUNCH [LABS] platforms throughout the United States. 

Together, they provide a national collaboration and capability integration resource to help communities, businesses, universities, Tribal Nations and government organizations develop new Opportunity Innovation Ecosystems and strengthen existing Opportunity Innovation Ecosystems. 

Today’s products, technologies and critical infrastructure rarely come from a single company or a single country. Components, software, equipment, expertise and investment often originate from many different organizations before they become finished products, operational systems or community solutions. 

LAUNCH [LABS] is designed to help bring those pieces together by connecting people, technology, manufacturing, digital systems and institutional expertise in ways that enable them to work together more effectively. 

Working with U.S. and Tribal Nation Foreign Trade Zones, manufacturers, research institutions, industry partners and public-sector organizations, LAUNCH [LABS] is intended to provide an environment where products, technologies and operating systems can be integrated, tested, assembled, demonstrated and prepared for practical application. 

In doing so, it is designed to support resilient supply chains, trusted technology integration, domestic value creation, economic competitiveness and, where appropriate, national and economic security objectives. 

Digital Transformation is central to this mission. It is not simply about artificial intelligence or software. It is about bringing together the physical and digital worlds—combining manufacturing, engineering, communications, data, automation and human expertise into practical systems that improve the way businesses, communities and public institutions operate. 

LAUNCH [LABS] is intended to help states and territories build that capability through collaboration, education, demonstrations, pilot projects and real-world implementation.

LAUNCH [LABS] is designed to provide a collaborative environment where manufacturers, engineers, researchers, educators, healthcare professionals, government agencies, Tribal Nations, technology companies, investors and other participants can explore emerging technologies together, better understand their practical applications, and discover new opportunities for collaboration and innovation. 

Through collaboration, education, demonstrations and practical experience, LAUNCH [LABS] is intended to help people understand what these technologies can do, how they can work together, and how they can be applied to solve real-world problems across the nation’s growing network of Opportunity Innovation Ecosystems.  

A Project Steward serves as the long-term coordinating enterprise responsible for the successful planning, financing, development, deployment, operation and continuing evolution of a specific Pod, Port, Campus, ScanPort™, HealthPort™, GreenBox™, Thermal Utility Engine™ (TUE™), or other DX Port™ project. 

Unlike a traditional project manager whose responsibilities generally conclude upon completion of construction, the Project Steward remains actively engaged throughout the life of the project, coordinating the many independent organizations, professionals, equipment owners, operators, municipalities, utilities, investors and service providers that collectively contribute to its long-term success. 

A Project Steward is intended to provide continuity, accountability and leadership across the entire project lifecycle while helping ensure that each project continues to operate as a successful component of the broader O|Zone™ ecosystem.

Building an Enduring Enterprise A Project Steward is intended to be an independent operating enterprise rather than simply a provider of project management services. As additional projects are developed and supported, a Steward accumulates specialized expertise, operational knowledge, trusted relationships, recurring revenue streams and institutional capability that may be applied across an expanding portfolio of projects. 

Multiple Project Stewards may operate throughout a state or region, serving different geographic areas, project types or areas of specialization. This encourages innovation, specialization, competition and operational excellence while strengthening the overall O|Zone™ ecosystem. 

Participation Project Stewards are intended to be established by experienced professionals, entrepreneurs, investors and strategic participants who wish to build long-term stewardship enterprises rather than simply participate in individual projects. Participants may contribute capital, management, technical expertise, industry relationships, operational capability or other resources that strengthen the Steward while participating in the continuing growth of the enterprise it creates. Rather than rewarding participants solely through consulting fees or project income, the objective is to create enduring enterprises whose value may continue to grow as they successfully develop, operate and steward multiple projects over many years. 

Enterprise Structure Depending upon the objectives of the project, its investors, applicable law and the desired capital structure, a Project Steward may be organized using a variety of legal entities designed to support long-term ownership, operations and enterprise development. For many projects, a Qualified Small Business Corporation (QSBC) may provide an attractive structure through which participating shareholders have the opportunity to build long-term enterprise value and, subject to satisfying the applicable statutory requirements, potentially benefit from the significant federal tax advantages available upon the sale of qualifying QSBC shares. 

For projects utilizing Opportunity Zone capital, the Project Steward may also be organized as, or operate in conjunction with, a Qualified Opportunity Zone Business (QOZB), where appropriate. 

In certain circumstances, the Project Steward may be structured to satisfy both QSBC and QOZB objectives, allowing the capital structure to be tailored to the specific requirements and long-term objectives of the project. The appropriate structure will depend upon the nature of the project, its participants, financing objectives, operating requirements and applicable legal and tax considerations. 

Long-Term Value Creation The Project Steward is intended to create value that extends well beyond the completion of any single project. As successful Project Stewards accumulate operational experience, recurring revenues, specialized expertise, trusted relationships and proven project portfolios, they may become increasingly valuable operating enterprises in their own right. This provides opportunities for continued expansion, succession planning, strategic investment and, where appropriate, acquisition by larger regional, national or international organizations seeking experienced stewardship enterprises with demonstrated operational capabilities. 

This type of O|Zone™ ecosystem is designed to encourage the formation of many independent Project Stewards. Experienced professionals, entrepreneurs and investors who share the vision of building enduring stewardship enterprises are encouraged to participate in creating Project Stewards serving communities throughout their state and, ultimately, throughout the nation.  

A Technical Steward serves as the long-term steward of productive equipment throughout the Beneficial Owner’s ownership lifecycle. Acting on behalf of the Beneficial Owner, the Technical Steward coordinates the ownership structure, acquisition, deployment, administration, operation, maintenance, compliance, and eventual disposition of high-value productive equipment within the O|Zone™ ecosystem. 

While the Project Steward is responsible for coordinating the successful development and long-term operation of a specific project, the Technical Steward is responsible for the successful stewardship of the equipment itself and for representing the interests of the Beneficial Owner throughout the period of ownership. 

The Technical Steward provides continuity from the initial equipment planning and acquisition through placement into service, ongoing administration, and ultimate disposition, enabling the Beneficial Owner to participate in the economic benefits of ownership while providing executive oversight.  

Equipment Stewardship 
Many O|Zone™ projects specify advanced equipment that is subject to manufacturer certification, regulatory oversight, warranty requirements, service agreements, financing arrangements, insurance obligations, and operational compliance throughout its productive life. 

The Technical Steward coordinates these activities on behalf of the Beneficial Owner by working with manufacturers, fabricators, logistics providers, installers, commissioning specialists, software providers, maintenance organizations, regulatory authorities, insurers, financing parties, and other technical professionals necessary to successfully deploy and administer the equipment. Its objective is to ensure that each equipment asset is properly acquired, integrated, documented, commissioned, maintained, administered, and ultimately transitioned in accordance with the Beneficial Owner’s objectives and the applicable contractual, regulatory, and operational requirements. 

Beneficial Owner Stewardship 
A Technical Steward serves as the long-term administrative and technical representative of the Beneficial Owner throughout the ownership period. This responsibility includes coordinating the ownership structure, acquisition process, contractual arrangements, equipment deployment, operational administration, maintenance coordination, insurance administration, compliance oversight, lifecycle reporting, and disposition planning associated with the equipment. 

Rather than requiring each Beneficial Owner to develop expertise in engineering, procurement, logistics, contracting, regulatory administration, and technical management, a Technical Steward provides an experienced stewardship platform that coordinates these activities while preserving the Beneficial Owner’s ownership objectives. The Beneficial Owner owns the productive equipment. The Technical Steward administers the technical, operational, and administrative responsibilities necessary to place that equipment into productive use and to support it throughout the ownership lifecycle. 

Enterprise Structure 
Like the Project Steward, the Technical Steward is intended to operate as an independent stewardship enterprise. Depending upon the objectives of the Beneficial Owners it serves, applicable law, financing requirements, and the desired capital structure, a Technical Steward may be organized using a variety of legal entities appropriate to its business objectives. 

In many instances, a Qualified Small Business Corporation (QSBC) may provide an attractive long-term ownership structure through which participating shareholders have the opportunity to build significant enterprise value and, subject to satisfying the applicable statutory requirements, potentially benefit from the favorable federal tax treatment available upon the sale of qualifying QSBC shares. 

Where appropriate, a Technical Steward may also operate as, or in conjunction with, a Qualified Opportunity Zone Business (QOZB), allowing its organizational structure to be tailored to the requirements of specific projects, investors, and capital formation objectives. As additional equipment owners and projects are served, the Technical Steward develops specialized expertise, standardized administrative procedures, manufacturer relationships, recurring revenues, operational knowledge, and institutional capability that may be applied across an expanding portfolio of equipment and Beneficial Owners. 

Professional Stewardship Organizations Technical Steward enterprises may be established by, or affiliated with, existing professional service organizations that already administer complex ownership, fiduciary, corporate, trust, family office, or business structures. 

Examples include law firms through affiliated corporate services companies, corporate administration firms, family office administration organizations, accounting firms, trust companies, and similar professional organizations whose clients may benefit from long-term ownership and stewardship of productive equipment assets. 

For many of these organizations, establishing an affiliated Technical Steward enterprise represents a natural extension of their existing client service platform. By expanding their administrative capabilities to include Technical Steward services, they may continue serving clients throughout the ownership lifecycle of productive equipment while creating an additional long-term enterprise within the O|Zone™ ecosystem. 

Long-Term Value Creation A Technical Steward is intended to create value that extends well beyond the deployment of individual equipment assets. As successful Technical Stewards accumulate technical expertise, administrative capability, contractual experience, manufacturer relationships, recurring service revenues, Digital Twin™ integration, operational knowledge, and long-term client relationships, they become increasingly valuable stewardship enterprises.

Professional firms, entrepreneurs, family office organizations, corporate service providers, and experienced technical professionals who wish to build long-term stewardship enterprises are encouraged to participate in establishing Technical Steward organizations serving communities throughout their state and, ultimately, throughout the nation.
